Research integrity is a foundation of excellent science and the cornerstone of societal trust in researchers and research institutions. Advancing research integrity across Europe is of the utmost importance to ensure the high quality of science, including reproducibility of research results, and to ensure a fruitful relationship between science and society.
The MLE focused on the exchange of national practices regarding four priority areas for advancing in the research integrity field, namely, promoting positive incentives, spreading research integrity culture among stakeholders through communications and dialogue, enhancing training in all stages of the research careers and stimulating processes and structures that support research integrity. These four priority areas were analysed from three different perspectives: institutional, national and cross-border levels.

Experts and stakeholders from all over Europe took part in a Horizon 2020 Policy Support Facility (PSF) Mutual Learning Exercise (MLE) on Research Integrity (RI) in order to share experiences and identify good practices to promote and ensure integrity in scientific research.
The Horizon 2020 Policy Support Facility (PSF) was set up by the Directorate- General for Research & Innovation (DG RTD) of the European Commission under the EU Framework Programme for Research & Innovation ‘Horizon 2020’.It supports Member States and countries associated with Horizon 2020 in reforming their national science, technology and innovation systems.

This Report focuses on the first priority topic – Processes and structures to promote RI and deal with allegations of research misconduct. The Paper is based on the review of existing relevant literature and documentation, information about RI framework in 14 countries for research integrity (RI) presented at the Kick-off Meeting and consultations with the representatives of the participating countries. The final input for the Report was provided from the discussions during the first Working Meeting in Oslo on 30 January 2019.
