Project LOCALISED introduced a set of potential indicators for assessing risks and vulnerabilities to Climate Change within both Sustainable Development Goals (SDGs) and Sustainable Energy and Climate Action Plans (SECAPs) frameworks at once.

This output will save time and effort for users, support monitoring for assessment and enable standardisation for benchmarking and comparison.

About the LOCALISED project 

LOCALISED aims to provide national decarbonisation trajectories, consistent with Europe’s Net Zero target. It will help to upscale the definition and implementation of mitigation and adaptation measures at a local level, the establishment of Sustainable Energy and Climate Action Plans (SECAPs) and the monitoring of related Sustainable Development Goals (SDGs).

Description of success

SDGs and SECAPs constitute two powerful instruments at the local level to foster the implementation of Mitigation, Adaptation, and Energy Poverty actions. The LOCALISED report “SOIs for SECAPs definition and assessment” introduces a set of 93 potential final indicators, the so-called SDG Oriented Indicators (SOIs), for assessing risks and vulnerabilities to Climate Change within both SDGs and SECAPs frameworks at once.

Highlights

  • Harmonisation of SDGs and SECAPs at the local level, for resource saving, better monitoring and assessment, and benchmarking with peers.
  •  Creation of effective and clearly understandable tools that transform localised data on possible decarbonisation pathways by 2030 and 2050 into knowledge for action.

Outputs

  • A set of unique 93 KPIs that report the main SDG targets and relevant parts of the SEACAP sections, namely the Baseline Emissions Inventory (BEI), the Risks and Vulnerabilities Assessment (RVA) and the Energy Poverty (EP).

Impact

The set of 93 unique indicators will be introduced through the LOCALISED Decarbonisation Profiler platform, aiming to achieve the following impacts:

  • Human and technical resource savings, as the end-users of the platform will not need to report separately to the two instruments with different indicators.
  • Supporting the monitoring for assessment, as LOCALISED will provide these 93 SOIs for any NUTS3 region of Europe. 
  • Harmonisation for potential benchmarking, as the LOCALISED Decarbonisation Profiler will introduce a comparable framework for equivalent NUTS3 regions.

Lessons

The complexity of the process resides in carrying out a selection of indicators that: 

  1. meet the main requirements of the two main mechanisms at the local level (SDGs and SEACAPs), and
  2. allow them to be used universally.

Without a clearly defined local framework, it can lead to a lack of standardisation and comparison as users personalise to suit their own circumstances. The challenge to overcome has been to propose super indicators capable of responding to both instruments and to do so for any region of Europe.
