Description of the funding initiative

The National Research Agency (Agence Nationale de la recherche (ANR))  is the funding agency for project-based research in France, under the supervision of the Ministry of Higher Education and Research. The ANR's mission is to support and promote the development of basic and applied research in all disciplines at national, European and international level. Most of its funding comes from the General Call for Projects (AAPG), which supports five main categories of projects: individual research projects by young researchers, ambitious team-led research projects, collaborative research projects between public institutions at national or international level, and collaborative projects between public and private institutions with a business focus.  

Specific calls outside of AAPG include: 

  • Flash calls –  To support urgent research needs whose scientific relevance is related to an event or a disaster of exceptional magnitude 
  • Challenge calls –  To explore multiple research approaches on the same issue  
  • Other specific calls – The ANR also offers ad-hoc calls corresponding to national priorities, scientific issues proposed by external (co-)funders, or pilot or experimental calls. 

Additionally, the ANR is the main operator of the France 2030 plan, which aims at financing innovations and industrialization through calls for projects in the following areas: decarbonisation of industry, decarbonized hydrogen, recycling, bio-based products, decarbonisation of mobility, renewable energies, sustainable cities, and the wood-forestry sector. In this capacity, the Agency is responsible for organising the selection, contracting, funding, monitoring, audits, evaluation, and impact assessment of projects and actions within the scope of higher education and research.
