Description of the funding initiative
The Union for the Mediterranean (UfM) is an intergovernmental Euro-Mediterranean organisation which brings together all countries of the European Union and 16 countries of the Southern and Eastern Mediterranean. The UfM fosters collaborations based on “green/blue” circular economy concepts to conserve the Mediterranean Sea and the natural resources of the countries that make up its territory. It supports regional, sub-regional, and transnational projects, dialogue platforms, and political fora. The UfM acts as a catalyst of projects, accompanying promoters throughout the project lifecycle and enhancing synergies for partnerships by according the UfM label. The UfM label is assigned to a regional cooperation project by unanimous vote of the 43 member states and serves as leverage for funding and connecting with new partners. The strategic objectives of the UfM are Human Development, Stability, and Integration. Sectors covered by the projects include water, environment and blue economy, energy and climate action, economic development and employment, higher education and research, social and civil affairs, transport, and urban development.
Overview of eligibility requirements for applicants
Projects can be submitted by national, regional and local authorities and public institutions, the private sector, international institutions, civil society organisations and consortia of such organisations.
Proposed projects should fall within a UfM priority area or covered by the UfM Secretariat’s Work Programme. They should be regional, sub-regional (involving ideally four or more countries), transnational, or national (implemented in one country) in the framework of a regional initiative. Moreover, they should demonstrate meaningful impact for the population of the region and contribute to progress in the region and have a significant transformative regional impact, with high further replication potential (“flagship projects”).
Rules on co-financing
The UfM’s website indicates that: ‘The project proposal must detail the already secured funding from the project promoter to cover the financing needs, directly and/or indirectly. To be considered for UfM labelling, the share already covered should be at least 20% for all projects....’ See the website for further information.
Procedures to submit proposal
- Check if the project meets the UfM project eligibility criteria.
- Complete the Project Proposal Template and sign it.
- Return the completed Project Proposal Template with the requested annexes to the UfM Secretariat by registered mail, with a copy equally submitted electronically in word format, to projects.info@ufmsecretariat.org.
