3. Carbon Neutral and Circular Blue Economy

Description of the funding initiative

This initiative boosts innovation, investment and job-creation in Europe. The fund invests in social investment and skills, sustainable infrastructure, research and innovation, digitisation, focusing on small and medium-sized enterprises (SMEs) and mid-capitalisation companies (mid-caps, with 250 to 3,000 employees) across the EU. It provides long-term funding by leveraging private and public funds for the EU's top priority policies such as European Green Deal, the Strategy on shaping Europe's digital future and the Strong Social Europe for Just Transition.

The fund has both an EU compartment and a Member State compartment. It works by providing intermediaries with guarantees for their financial products.

The fund targets a share of its resources towards climate and environmental objectives. Projects that address market failures or investment gaps, are economically viable and help meet EU objectives can benefit from this financing.

Overview of eligibility requirements for applicants

Applicants should go to commercial or public banks whose financial products are covered by an InvestEU guarantee. 

The eligible final recipients can be natural or legal persons established in an EU country or in a Third Eligible Country, including:

  • Private entities such as special-purpose vehicles or project companies, large corporates, midcap companies, including small midcap companies, and SMEs
  • Public sector entities (territorial or not) and public-sector type entities
  • Mixed entities, such as public–private partnership (PPPs) and private companies with a public purpose
  • Nonprofit organisations

Rules on co-financing

Rules may vary between each specific project and financial intermediary.

Procedures to submit proposal

Small mid-caps, SMEs and social or micro-enterprises: apply at the local commercial or public banks whose financial products are covered by the EU guarantee in their country or region.
