Description of the funding initiative

For the period 2021-2027, the Programme has four Priorities with associated objectives: 

  1. Preserve natural capital and strengthen adaptation to climate change in the SUDOE 
  • Promote adaptation to climate change and disaster risk prevention, as well as resilience, taking into account ecosystem-based approaches 
  • Promote access to water and sustainable water management. 
  • Increase the protection and conservation of nature, biodiversity and green infrastructure, also in urban areas, and reduce all forms of pollution. 
  1. Promote social cohesion and territorial and demographic balance in the SUDOE through innovation and transformation of productive sectors 
  • Develop and improve research and innovation capabilities and assimilate advanced technologies. 
  • Develop capabilities for smart specialization, industrial transition and entrepreneurship. 
  1. Promote social cohesion and territorial and demographic balance in the SUDOE through social innovation, valorization of heritage and services 
  • Improve the effectiveness and inclusive nature of labor markets, as well as access to quality employment, through the development of social infrastructure and the promotion of the social economy. 
  • Ensure equal access to health care and strengthen the resilience of health systems, in particular primary care, as well as promote the transition from institutional care to care at family and local levels. 
  • Promote the role of culture and sustainable tourism in economic development, social inclusion and social innovation. 
  1. Strengthen the impact of SUDOE in the territories 
  • Other actions that support better governance of cooperation 

Overview of eligibility requirements for applicants

Public bodies, research institutions and business associations or companies specialising in the sectors most affected by the main natural or technological risks. Public bodies and economic actors specialized in tourism, environmental sector, improvement of local and regional development, agricultural trade associations and livestock breeders, chambers of commerce, industry and navigation. 

Eligible regions of eligible countries are: 

  • Spain: all the Spanish Autonomous Communities, except Canary Islands 
  • France: Auvergne, Nouvelle Aquitaine, Occitanie, Poitou Charentes, Limousin, Midi-Pyrénées, Langedoc-Roussillion 
  • Portugal: all continental regions  
  • United Kingdom: Gibraltar 
  • The Principality of Andorra 

Rules on co-financing

The ERDF will co-finance projects at a 75% rate.
