Description of the funding initiative

The Interreg Northern Periphery and Arctic (NPA) Programme supports cooperation between remote and sparely populated communities in the northernmost part of Europe on matters of shared interest.  

 

The 2021-2027 Programme has three Priorities and associated objectives: 

  1. Innovation Capacity 
  • Developing and enhancing research and innovation capacities and the uptake of advanced technologies. 
  • Reaping the benefits of digitisation for citizens, companies, research organisations and public authorities. 
  • Enhancing sustainable growth and competitiveness of SMEs and job creation in SMEs, including by productive investments. 
  1. Climate change and resource sufficiency 
  • Promoting energy efficiency and reducing greenhouse gas emissions 
  • Promoting climate change adaptation and disaster risk prevention, resilience taking into account ecosystem-based approaches 
  • Promoting the transition to a circular and resource efficient economy 
  1. Cooperation opportunities 
  • Enhance institutional capacity of public authorities and stakeholders to implement macro-regional strategies and sea-basin strategies, as well as other territorial strategies 

 

Overview of eligibility requirements for applicants: 

The programme is open for public and private organisations of all kinds from inside the programme area, for example regional and local authorities and other public sector organisations, research institutions and private entities delivering public service, private-public partnerships, social enterprises, and third sector organisations. Local and regional SMEs are also eligible, among these specifically micro enterprises in remote and sparsely populated areas and business organisations, etc.. Individual persons are not eligible. 

 

Projects must involve organisations from at least 3 countries participating in the Interreg NPA Programme and address the programme priorities. With its work, each project shall deliver a solution that benefits the people who live in the area. 

Overview of eligibility requirements for applicants

Eligible countries and regions are:  

  • Finland: Länsi-Suomi (Keski-Suomi), Pohjois-ja Itä-Suomi 
  • Ireland: Northern and Western, Southern (only NUTS 3 regions IE051 Mid-West and IE053 South-West) 
  • Sweden: Mellersta Norrland, Övre Norrland 
  • Faroe Islands 
  • Greenland 
  • Iceland  
  • Norway: Trøndelag, Nord-Norge, Svalbard and Jan Mayen 

Rules on co-financing

Approved projects will be granted up to 65% of their budget from the programme. The remaining amount must be covered by own resources (staff costs) or by an external contribution. 

Procedures to submit proposal: 

The funding will be allocated through Calls for projects open at regular intervals each year. Calls for applications will be announced on the NPA website well in advance of the deadline, so it is worth checking for regular updates. Relevant information will also be distributed by the Regional Contact Points and Monitoring Committee members.
