Description of the funding initiative

The Interreg North Sea Programme 2021-2027 supports cooperation to stimulate a green and sustainable future to enable people across the North Sea Region to work together and bring their ideas to life. It is set-up along four thematic priorities with specific objectives: 

  1. Robust & Smart Economies  
  • Developing and enhancing research and innovation capacities and the uptake of advanced technologies 
  • Developing skills for smart specialisation, industrial transition, and entrepreneurship 
  1. Green Transition  
  • Promoting energy efficiency & reducing greenhouse gas emissions 
  • Promoting renewable energy 
  • Promoting smart energy systems, storage and grids 
  • Promoting the transition to a circular economy 
  • Promoting sustainable multimodal urban mobility 
  1. Climate resilience and biodiversity 
  • A climate resilient North Sea Region 
  • Enhancing protection and preservation of nature, biodiversity, and green infrastructure, including in urban areas, and reducing all forms of pollution 
  1. Better governance 
  • Better governance

Overview of eligibility requirements for applicants

Organisations based in the North Sea Region may apply. In special cases, partners can be located outside of the region, providing they are based in one of the seven member countries. A project must include partners in at least three of the region's countries. 

Rules on co-financing

Partners based in the programme's six EU member states are eligible for ERDF co-financing whereas Norwegian partners are supported by Norwegian funding. The ERDF co-funding rate is 60%, while the Norwegian co-funding rate is 50%. 

Procedures to submit proposal

An applicant must apply under one of the specific objectives defined for each priority. A project must involve partners from at least three North Sea Region countries. Depending on whether the applicant is applying for a regular or a small-scale project, they also need to ensure their partnership is of the right size. Each partner must be qualified and bring in complementary competencies to the team's joint pool of skills, knowledge and experience.
