Description of the funding initiative
The Programme will further deepen the cross-border cooperation in the Black Sea Basin in a transnational configuration, supporting four specific objectives:
- Developing and enhancing research and innovation capacities;
- Promoting climate change adaptation and disaster risk prevention;
- Enhancing protection and preservation of nature, biodiversity and green infrastructure;
- Build up mutual trust, in particular by encouraging people-to-people actions.
These four objectives are supported by three priorities: 1) Blue and Smart Region; 2) Clean and Green Region; and 3) Competent and Resilient Region.
Overview of eligibility requirements for applicants
The eligible applicants must operate in the entire territory or parts (NUTS level 2 or equivalent areas) of the territory of seven countries, of which 3 EU Member States (Bulgaria, Greece, Romania) and 4 partner countries (Georgia, Republic of Moldova, Republic of Türkiye and Ukraine)
- Romania: Sud-Est
- Bulgaria: Severoiztochen; Yugoiztochen
- Greece: Kentriki Makedonia; Anatoliki Makedonia Thraki
- Türkiye: TR10 (İstanbul); TR21 (Tekirdağ, Edirne, Kırklareli); TR42 (Kocaeli, Sakarya, Düzce, Bolu, Yalova); TR81 (Zonguldak, Karabük, Bartın); TR82 (Kastamonu, Çankırı, Sinop); TR83 (Samsun, Tokat, Çorum, Amasya); TR90 (Trabzon, Ordu, Giresun, Rize, Artvin, Gümüşhane)
- Ukraine: Odesa oblast; Mykolaiv oblast; Kherson oblast; Zaporizhzhia oblast; - Donetsk oblast (Bakhmut, Kramatorsk, Volnovakha, Mariupol, Pokrovsk)

Rules on co-financing
The allocated budget for co-financing under the programme amounts to EUR 6 570 467 with the co-financing rate set at a maximum of 10%.
