Description of the funding initiative

The overall programme objective is to put into practice innovative, water-smart and climate-neutral solutions through transnational cooperation for the benefit of the citizens across the Baltic Sea region. 

Under Priority 2 (Water-smart societies), the Programme has two objectives: Sustainable waters, and Blue Economy. The Sustainable waters objective supports actions that improve the state of water in the region and make its management more sustainable. The Blue Economy objective supports actions on sustainable use of fresh and sea waters as well as marine resources in innovative business development in the whole region in emerging and established sectors. These include aquaculture, blue biotechnology, shipping, fishery, and coastal and maritime tourism. The Programme also supports actions that facilitate the shift from linear to circular resource use.  

Overview of eligibility requirements for applicants

A partnership with organisations from at least three Programme countries. It may include a: 

  • Local, regional or national public authority 
  • Infrastructure and public service provider; sectoral agency 
  • Small and medium enterprise; large enterprise; business support organisation 
  • Education/training centre and school; higher education and research institution 
  • Non-governmental organisation; international governmental organisation 
  • European Economic Interest Grouping 
  • European Grouping of Territorial Cooperation 
  • Hospital and medical centre 
  • Interest group 

The Programme is based on the lead partner principle. This means that one project partner has to act as the lead partner to represent the project and takes an overall responsibility for the development and implementation of the project. 

Eligible areas in Germany are the States (Länder) of Berlin, Brandenburg, Bremen, Hamburg, Mecklenburg-Vorpommern, Schleswig-Holstein and Niedersachsen (only NUTS II area Lüneburg region). Eligible areas in Norway are the Regions of Trøndelag, Møre og Romsdal, Vestland, Rogaland, Agder, Vestfold og Telemark, Viken, Innlandet and Oslo. 

Rules on co-financing

Project partners have to provide their own contribution to receive Programme co-financing. The rates vary. EU partners can receive up to 80% co-financing from the European Regional Development Fund. Partners from Norway can receive up to 50% co-financing from the Norwegian national funding. 

Procedures to submit proposal

Check calls for applications in order to grant new funds. When a call is open, information about activities that can be funded and about the steps that you have to take to apply are disclosed.
