The PSF Specific Support to Malta aims to provide external advice and operational recommendations on an Open Access policy to the country’s authorities. The objective is to enable Malta to adopt a timely and effective path towards achieving European goals related to Open Access and bridging the gap with other leading Member States in this area.
The objective of this Specific Support is to develop recommendations serving as a basis for a tailor-made Open Access policy in relation to access to publications and data, including setting up a required infrastructure.

The aim of the Peer Review of Malta’s R&I system is to feed into the preparation of Malta’s national strategy for R&D and innovation post-2020.
Malta has requested support in developing a tailor-made Open Access policy. The aim of this PSF Specific Support is to provide external advice and operational recommendations on defining the vision, goals and scope of the national Open Access policy, and on clarifying the requirements for its implementation. These include setting up the key infrastructure, such as a national platform and repository, and its governance, including fair use of data.
The Peer Review aims at supporting Malta’s efforts to support the Research and Innovation (R&I) capacity building and improve the dynamics of the R&I system and the efficiency of current public investments in R&I. It is expected that the results of the exercise will feed into the development of the new R&I strategy post-2020.
The objective of the Peer Review of the Maltese Research and Innovation (R&I) System is to provide recommendations to inform the design of the next National R&I Strategy Plan 2020. The review will assess to what extent Malta has adequate and appropriate policies, structures, resources, measures and instruments in place to achieve the country's goals. In contrast to reviews of the Maltese R&I system carried out in the past, which have been partial in scope, the present exercise tackles the entire R&I system.
The JRC managed Public Research Funding (PREF) study has collected information on and analysed national public research funding. It provides an overview of its evolution and current state in European and selected non-European countries, particularly as concerns funding themes, fields and the types of allocation (competitive project based versus institutional funding). The study was conducted by a consortium led by IRCRES CNR and involving researchers from USI, AIT and NIFU as well as a number of country experts.
