The European Commission together with the participating countries launched a Mutual Learning Exercise on Knowledge Valorisation, with a particular focus on skills, intersectoral cooperation and incentive systems.
This first Thematic Report provides background information on the evolution of the concept of the “Knowledge Valorisation” approach, its context within the ERA policy agenda and further develops the MLE framework, modus operandi, its scope and specific topic areas.

Factsheet - Mutual Learning Exercise on R&I Knowledge Valorisation
The mutual learning exercise builds on and contributes to implement European Research Area (ERA) Action 7 ‘Upgrade EU guidance for a better knowledge valorisation’, notably the Council Recommendation on the guiding principles for knowledge valorisation.
This report provides a short background on how the whole of government approach (WGA) has been used by governments in different circumstances and what tools have been implemented to foster better coordination across various policy domains.
It then describes how the use of WGA has been adopted in the R&I policy domain.
The report also responds to the specific needs that the participating MLE countries have identified as important and immediate policy challenges that they need to address.
The summary factsheet presents the key objectives and topics of the MLE and the preliminary dates for the country visits. It also includes information on the participating independent experts, Member States’ representatives and DG R&I policy officers.
The whole-of-government approach ensures that R&I policies work in close synergy and are mutually beneficial with other sectoral policies. This MLE will support participating countries with identifying and exchanging good practices, and will engage them in mutual learning on the application of the whole-of-government approach to the design and implementation of national R&I strategies and plans.
The Malta Council for Science and Technology (MCST) creates a new Research Excellence Programme and tracks pathways for research graduates following recommendations from PSF exercises. The measures, in combination with other actions, provide research support and policy intelligence, ensuring that the Maltese R&I ecosystem flourishes despite its small size.
