This PSF Country will support Bulgaria in the design and implementation of structural reforms within the national Bulgarian research and innovation (R&I) system. Specifically, it aims to identify the policy levers to be used and provide tangible recommendations (including policy and implementation frameworks) to consolidate resources within the ecosystem.
The PSF review focuses on the following three areas:
- Practical recommendations for consolidating entities within the R&I ecosystem, including a proposed approach for adapting their governance structures.
- Regulatory and financial measures to encourage Higher Education Institutions (HEIs) and research organisations operating in related research areas to merge into larger, more comprehensive, and decentralised institutions.
- Proposed strategies for consolidating various institutes of the Bulgarian Academy of Sciences, with the aim of maximising the Academy's research output and enhancing its impact on the economy and society.
