Peer Review of Polish Higher Education and Science System

The overall objective of the Peer Review of the Polish Higher Education and Science System was to provide recommendations on the future development of Poland's science and higher education policy in support of innovation. The specific focus areas of the Peer Review were the following: (1) Structural changes in the science and higher education; (2) Links between the higher education sector and the other actors of the innovation system; and (3) Internationalisation of the science and higher education sector - trends, key areas for improvement.

Peer Review of Poland’s Higher Education and Science System: Final report

This report outlines the rationale behind the policy messages proposed by the Policy Support Facility’ (PSF) panel to redress Poland’s Higher Education and Science system’s structural weaknesses and build on its existing and potential strengths. To develop these messages and numerous operational recommendations, the review team has taken advantage of its expertise on higher education and R&I policy formulation, implementation and evaluation and good practice applied in the Member States and OECD countries.

  • Kick-off meeting - Peer review of the Polish R&I system

    The Polish authorities presented and discussed with the PSF panel of experts the strengths and weaknesses of the Polish R&I system and the rationale behind the PSF Peer Review which will form an important background for the forthcoming reforms of Higher Education and Science. The reforms will be based on three pillars proposed in the new Strategy for Higher Education and Science: Constitution for Science, Innovations for the economy, and Science for You .

  • First country visit – Peer Review of the Polish R&I system

    The PSF experts panel visited Warsaw on 7-10 March 2017 to meet numerous Polish authorities, as well as the wide range of institutions and relevant stakeholders to discuss the strengths and weaknesses of the Polish Higher Education and Science system. Adding substantially to the panel's previous assessment based on analytical work.

  • Second country visit – Peer Review of the Polish R&I system

    The PSF panel presented the  preliminary findings of the Peer Review to the Polish stakeholders during a second field visit in Warsaw on 6-8 June 2017. On the basis of the various documents received and analysed, as well as in-depth discussions with various experts and the comments received at the meetings during the two field visit, the PSF panel will prepare the Peer Review report by September 2017.

  • Presentation of the Peer Review report of the Polish Higher Education and Science system

    After almost nine months of analytical work, and fact-finding visits to Poland, the PSF Peer Review panel’s report and recommendations on the modernisation of the national science and higher education system - to make it more transparent, more competitive and better governed - were discussed at a special meeting hosted by the Polish Ministry for Science and Higher Education.
