Moving forward on the national implementation of EU Missions

The Mutual Learning Exercise (MLE) has concluded. Between April 2023 and September 2024, 16 countries (BG, EL, AT, DE, CZ, PL, SE, PT,  MT, LT, RO, BE, SK, NO, FR, IE) and experts in the field collaborated to shape the MLE’s scope and structure. This exercise contributed to further building national capacity for EU mission implementation, facilitating the review of emergent practices and sharing experiences on mission governance, portfolio approaches, funding synergies, and citizen engagement.

Participants gained valuable insights into improving the implementation of EU missions and Mission-Oriented Innovation Policy (MOIP) at the national level. Key lessons included:

  • Considering the broader context of systemic change beyond Research and Innovation.
  • Adopting systematic approaches that transcend existing policy institutions to foster collaboration.
  • Emphasising a flexible, experimental approach and a mindset geared towards systems transformation.
  • Strategically managing resources and guiding collaborative action, which requires new capabilities, capacities, and budgets.
