At the crossroads of Europe and Asia, Armenia’s rich history and traditions somehow overshadow a vibrant (yet untapped) youth culture and tech scene, Policy Support Facility (PSF) experts discovered during a year-long investigation. Their findings point to concrete actions and a timetable for reforming the country’s research and higher education ecosystem.

The aim of the PSF Specific Support for Armenia, carried out by a panel of independent European research and innovation policy experts from April 2019 to February 2020, was to assist in reforming and reinforcing the performance of the Armenian research institutions and enhancing cooperation between higher education and research institutions.

The Armenian authorities have asked the PSF Specific Support to Armenia to provide external advice and operational recommendations on possible reforms to address three challenges: developing a model for evaluation and assessment of public research institutions’ performance; assessing and improving the country’s performance-based funding system and advising on its implementation; and designing measures to bridge the gap between higher education and research.
This report summarises the main learnings drawn from the exercise and makes a number of policy recommendations about how and when to design and use PRFS for policymakers and PRFS designers. A longer report is published in parallel with this one, which presents the evidence and analysis underlying this one, together with the lessons and recommendations.
This report builds on the exchange of experiences and mutual learning of 13 countries: Armenia, Austria, Belgium, Bulgaria, Croatia, France, Latvia, Lithuania, Moldova, Portugal, Slovenia, Sweden and Switzerland. It provides an overview of various challenges of Open Science implementation across Europe as discussed throughout several meetings in 2017.
Reflecting the priority subjects mentioned by the Member States at the call for interest of July 2016, this first MLE on Open Science will address the national policies and practices relating to the following two issues: (1) Altmetrics, understood as alternative (i.e. non-traditional) metrics that cover not just citation of articles but also various forms of social media shares, web-downloads or any other measure of the qualities and impact of research outcomes; and (2) Incentives and rewards for researchers to engage in Open Science activities.
