PSF supports Romania in driving positive change in its R&I system
The first PSF Open provided guidance to Romania with the implementation of the country recommendations to boost its R&I system.
This third thematic report of the Mutual Learning Exercise on the Whole of Government Approach reflects on discussions and findings about the new ways of actor’s engagement for the whole-of-government approach in R&I policy. It focusses on four key themes: broadening stakeholder involvement in high-level national R&I councils, multi-level governance mechanisms, citizen and civil society participation in R&I policy, and innovative processes for collaborative problem-solving.
This Final Report assesses the current state of institutionalised R&I foresight and offers a plan to strengthen it in government. It highlights successful R&I foresight practices in the EU and participating countries, using these examples to guide the creation of a handbook with customized tools for R&I foresight in various policy contexts. The Report suggests collaborative efforts between Member States and the EU to improve R&I foresight in government, with a focus on futures literacy and related foresight studies as crucial elements.

The Discussion Paper focuses on the cross-cutting topic “Intellectual Assets Management” within the framework of the Mutual Learning Exercise on Knowledge Valorisation (Focus on skills, intersectoral cooperation and incentive systems). The document sets the scene for interactive discussions and the ongoing exchange of knowledge and best practices defining the potential new actions and tools how to strategically approach knowledge valorisation and managing “intellectual assets” in the context of the new wider paradigm.
The Discussion Paper focuses on the research talents, capacity building and intersectoral mobility for knowledge valorisation. The Paper stresses the importance of recognising the incentives for researchers, necessary training for demand driven skills development and the challenges and recommendations to promote academia business cooperation, bi-directional intersectoral mobility.
