Support to Bulgaria on its policy to address the fragmentation of its public research system

This PSF Country will support Bulgaria in the design and implementation of structural reforms within the national Bulgarian research and innovation (R&I) system. Specifically, it aims to identify the policy levers to be used and provide tangible recommendations (including policy and implementation frameworks) to consolidate resources within the ecosystem.

Mutual Learning Exercise on Research Careers

The foundation for a strong and competitive research and innovation system is constituted by researchers. Europe now boasts 2 million researchers, and it is crucial to ensure their careers remain attractive across all sectors of society. 

In response, following the European Commission's proposal on 13 July 2023, the Council adopted the Council Recommendation on a European framework to attract and retain research, innovation, and entrepreneurial talents on 18 December 2023. This includes a new Charter for Researchers to enhance working conditions.

Mutual Learning Exercise on Bridging the gap between Science and Policy

Science plays a crucial role in helping policymakers understand and address complex policy and societal challenges. It aids in evaluating policy alternatives and devising evidence-based solutions. Science for Policy (S4P) refers to using the best available scientific evidence, knowledge, and expertise to inform policymaking, aiming to enhance the quality, effectiveness, efficiency, and impact of public policies.

Summary article – Mutual Learning Exercise on Knowledge Valorisation

The summary article presents key findings from the Mutual Learning Exercise on Knowledge Valorisation. From March 2023 to April 2024, participating countries collaborated to exchange best practices and lessons learnt to improve their policies and public support for knowledge adoption and deployment, with a focus on skills, intersectoral cooperation, and incentive systems.

Summary Article - Enhancing R&I through the whole-of-government approach

The summary article presents key findings from the the Mutual Learning Exercise (MLE) on the Whole of Government Approach (WGA) for research and innovation policy. From October 2022 to April 2024, participating countries identified and exchange good practices on the application of the WGA to the design and implementation of national R&I strategies and plans.
