This is the final report of the PSF Specific Support to the Lithuanian Government on how to strengthen, attract and assist science-business cooperation and innovation-oriented foreign direct investment (FDI). The study was carried out by an expert panel of four independent experts, from January to September 2017 - including two missions to Vilnius to consult with stakeholders.

This report provides the background to the PSF Specific Support to Lithuania, conducted in 2017 by an international panel of independent experts. It includes an overview of the main facts and figures in relation to the two focus areas and of the current public policies, legislations, strategies and/or concrete initiatives/measures related to these topics.

A team of independent experts, set up under the European Commission's Horizon 2020 Policy Support Facility, has presented policy recommendations to the Lithuanian government, aimed at upgrading Lithuania’s research and innovation (R&I) ecosystem. The recommendations focus on strengthening research and innovation partnerships, boosting business-science co-operation and attracting innovative Foreign Direct Investment.
