This Mutual Learning Exercise (MLE) serves as a platform for 12 participating countries to discuss their specific needs and interests, exchange experiences and knowledge about success factors and lessons learned and provide guidance to policy makers on how to develop or update their industrial technology roadmaps and sector-specific strategies for industrial decarbonisation.
This report provides a short background on how the whole of government approach (WGA) has been used by governments in different circumstances and what tools have been implemented to foster better coordination across various policy domains.
It then describes how the use of WGA has been adopted in the R&I policy domain.
The report also responds to the specific needs that the participating MLE countries have identified as important and immediate policy challenges that they need to address.
The summary factsheet presents the key objectives and topics of the MLE and the preliminary dates for the country visits. It also includes information on the participating independent experts, Member States’ representatives and DG R&I policy officers.
The whole-of-government approach ensures that R&I policies work in close synergy and are mutually beneficial with other sectoral policies. This MLE will support participating countries with identifying and exchanging good practices, and will engage them in mutual learning on the application of the whole-of-government approach to the design and implementation of national R&I strategies and plans.

In this report, the team of experts presents the changes made to the Slovak start-up ecosystem since the presentation of their recommendations in their first report at the end of 2016. As most of the measures are still ‘in the making’, their final materialisation remains somewhat open. Nonetheless, the planned moves suggest substantial efforts on the part of the Slovak government to implement the recommendations.
The JRC managed Public Research Funding (PREF) study has collected information on and analysed national public research funding. It provides an overview of its evolution and current state in European and selected non-European countries, particularly as concerns funding themes, fields and the types of allocation (competitive project based versus institutional funding). The study was conducted by a consortium led by IRCRES CNR and involving researchers from USI, AIT and NIFU as well as a number of country experts.
