(research and development) expenditure in Europe, its economic impacts are quite substantial,\u2019 it said.\u003C\/p\u003E\u003Cp\u003EHowever, it also highlighted the fact that future economic growth depends on being able to exploit these discoveries, and added that Europe needed to develop a strong innovation strategy.\u003C\/p\u003E\u003Cp\u003E\u003Cstrong\u003EInnovation Council\u003C\/strong\u003E\u003C\/p\u003E\u003Cp\u003EThe findings add impetus to Commissioner Moedas\u2019 focus on open innovation, which has led to the possible setting up of a European Innovation Council to help European entrepreneurs navigate funding opportunities and establish successful companies.\u003C\/p\u003E\u003Cp\u003E\u2018They don\u2019t have time to see if they should go to one (funding) programme or another programme,\u0027\u003Cspan\u003E\u0026nbsp;Commissioner Moedas said.\u003C\/span\u003E\u0026nbsp;\u0027They need an umbrella, they need someone to tell them, \u0022This is the best way.\u0022 \u2019\u003C\/p\u003E\u003Cp\u003EThe report also called on the EU to bring science closer to citizens, for example by including them in discussions over the purpose and benefits of research.\u003C\/p\u003E\u003Cp\u003EThe EU\u2019s Directorate-General for Research and Innovation, which runs the funding programme, responded by saying that citizens had been involved in the design and evaluation of Horizon 2020.
